Algoma Public Health (APH) is seeking applications for a permanent, full-time Director of Corporate Services based in Sault Ste. Marie, Ontario.

APH works with individuals, families, partners, and communities to promote and protect health and advance health equity across Algoma.

Governed by the Board of Health for the District of Algoma Health Unit, APH is legislated under the Health Protection and Promotion Act to deliver public health programs and services in accordance with the Ontario Public Health Program Standards. Our $21 million-dollar operating budget is funded municipally and provincially. Position Summary

Reporting to the Medical Officer of Health/Chief Executive Officer and serving as a member of the Executive Team, the Director of Corporate Services provides strategic leadership for APH’s corporate functions, including finance, human resources, administrative support services, information technology, facilities management, privacy, records management, and organizational risk.

 

The Director contributes to APH’s strategic goals by aligning resources and decision-making with organizational priorities, supporting a resilient workforce, and fostering a culture of excellence, collaboration, accountability, and continuous learning.

 

Duties and Responsibilities include (but are not limited to)


As a member of the Executive Team, the Director:

1.       Oversees implementation and monitoring of strategic goals within the Corporate Services Division and across the organization.

2.       Represents the Corporate Services Division while maintaining an organization-wide perspective on matters brought to the Executive Team.

3.       Participates in the development, review, recommendation, and approval of organizational policies and procedures.

4.       Prepares and presents reports to the Board of Health, Board committees, Executive Team, and MOH/CEO on corporate services and related matters.

5.       Fosters a culture that embodies APH’s mission, vision, and values and promotes effective communication and collaboration in the organization.

6.       Reports to the MOH/CEO and provides timely updates on significant issues, risks, and developments.

 

As Director of Corporate Services, the Director:

1.       Provides overall leadership, accountability, and direction for the Corporate Services Division.

2.       Leads financial planning, analysis, procurement, and internal controls to support financial integrity, asset protection, and business continuity.

3.       Oversees organizational budgets and ensures compliance with funder requirements and generally accepted accounting standards.

4.       Supports the identification and administration of alternate funding opportunities, including grants and proposals.

5.       Oversees a human resources strategy that supports workforce planning, recruitment, retention, compensation, wellness, and professional and leadership development.

6.       Provides leadership for human resources functions, including workforce development, recruitment and retention, succession planning, performance management, and employee engagement.

7.       Oversees the management of APH’s payroll, benefits, and pension plans.

8.       Provides leadership on labour relations matters, including collective agreement interpretation, grievance management, workplace complaints and investigations, legislative compliance, and liaison with legal counsel as required.

9.       Oversees occupational health and safety and ensures workplace concerns are addressed in accordance with legislative requirements.

10.   Oversees information systems and communications services, including third-party service providers, network security, technology infrastructure, software, databases, and website functions.

11.   Oversees capital asset planning, property and equipment management, maintenance, repairs, leases, and related agreements.

12.   Oversees the management and monitoring of APH’s privacy program.

13.   Contributes to the development, maintenance, and reporting of an organizational risk-management system.

14.   Oversees third-party contract management, including contract development, monitoring, and review.

15.   Builds and maintains effective relationships with the Ministry of Health, other ministries, public health units, community partners, and stakeholders.

 

Qualifications/Requirements

Education:

  • Master’s degree in Business Administration, Health Administration, Public Administration, or a related field is preferred. Equivalent education and experience may be considered. Current enrolment in a master’s program, with completion within two years of hire, may also be considered.
  • Certified Human Resources Leader (CHRL) designation is strongly preferred.
  • Accounting designation, such as CPA or CA, is strongly preferred.

 

Experience:

  • Minimum five years of senior management experience, preferably in a unionized public health or related environment.
  • Senior management experience in administration, human resources, finance, and information technology.
  • Demonstrated ability to promote a healthy and safe workplace, support workforce development, and foster a learning organization.
  • Experience managing complex assignments from inception through to implementation while balancing political, community, and other stakeholder interests.
  • Strong leadership, change management, interdisciplinary collaboration, and strategic implementation skills.
  • Proven record of innovation, results-oriented leadership, teamwork, and managing expectations across multiple organizational areas.
  • Demonstrated team-building, coaching, consensus-building, and conflict management skills.
  • Excellent interpersonal, verbal, and written communication skills, with strong emotional intelligence.
  • Superior negotiating skills.
  • High ethical standards and commitment to APH’s values of excellence, respect, partnership, collaboration, accountability, and transparency.
  • Ability to develop a positive and productive working relationship with the Board of Health.
  • Demonstrated ability to build strategic partnerships and networks.
  • Understanding of reporting requirements for Ontario provincial ministries, including the Ministry of Health and the Ministry of Children, Community and Social Services.
  • Risk-management and decision-making experience.
  • Knowledge and training in Indigenous cultural competency/safety.
  • Ability to interpret and apply relevant legislation, including Ontario’s Occupational Health and Safety Act, Health Protection and Promotion Act, and Municipal Freedom of Information and Protection of Privacy Act.
  • Advanced computer skills, including proficiency with Microsoft Office applications and relevant systems.
  • Evidence of ongoing professional development.
  • Advanced oral and written proficiency in English is essential.  Proficiency in both official languages, as well as knowledge of additional languages relevant to our diverse communities, will be considered an asset.
  • Ability to work outside regular business hours including participation in the health unit director after hours on‐call rotation.
  • Valid Ontario “G” driver’s licence with use of a personal vehicle and/or acceptable driver’s abstract for use of an agency vehicle.
  • Current Police Vulnerable Sector Check with satisfactory clearance, at the candidate’s expense, is required as a condition of employment.
  • Must meet immunization requirements in accordance with APH’s Immunization Policy.
